I was thinking of limiting when one could change class. Maybe do so many battles first or gain a lvl each time you want to class change.

No, as you lvl up, you get 1 point to class change. Class changing costs a point.

A minor suggestion for classes; one that, I feel, would make SoE2 at least a bit more enjoyable at the start.
No more starting the game as "classless." Allow players to select from Warrior, Priest, and Wizard at the start, with it giving a (WEAK) personality to match it. This way, when people start the game, they can actually learn spells and skills before they reach Dharma. It'd make the game feel more DW-esque than just being stuck as a classless grunt with no skills.
Either that, or give weak skills at levelups naturally, such as Tiny Heal, Tiny Blaze, and at low levels.
